U.S. Senate Passes Provision to Repeal the “Caesar Act” in National Defense Budget

The U.S. Senate has approved the National Defense Authorization Act (NDAA) by a vote of 77 to 22, including a provision calling for the repeal of the “Caesar Act” by the end of 2025, without binding conditions on the Syrian government.
The budget bill now proceeds to negotiations with the House of Representatives to finalize its wording.
The legislation includes a non-binding request for the Syrian government to take specific steps, along with a clause calling for a review of the potential reimplementation of the Act if no progress is made within a year.
The budget also calls for a report on the reopening of the U.S. Embassy in Damascus and the enhancement of diplomatic relations between the two countries.
