Transitional Government: Integration Initiative with the Syrian Democratic Forces Receives International Support

The Foreign Minister of the Syrian Transitional Government, Asaad al-Shibani, said that the initiative his government proposed to the Syrian Democratic Forces (SDF)—aimed at integrating them into state institutions in exchange for political and rights-based guarantees—has received unprecedented alignment between the United States and Turkey.

Al-Shibani stated in an interview with Al-Majalla magazine that the initiative is based on “full integration within state institutions in return for guaranteeing rights and representation,” noting that his government presented the SDF with what he described as a “comprehensive offer” that includes an agreement, guarantees, and respect for Kurdish rights.

He added that the proposal does not seek the “surrender” or “dissolution” of the Syrian Democratic Forces, but rather aims—according to his words—at a “state formula” that provides a sustainable partnership. He said that Ankara and Washington have, for the first time, shown converging positions toward the initiative.

Al-Shibani explained that his government informed the SDF of its readiness to act as a mediator in any disputes that may arise between them and Turkey should they decide to move forward with the initiative. He added that the Syrian regime could have reached an understanding with the Kurdish forces “had it granted even a limited portion of their demands,” noting that the head of the Syrian Transitional Government, Ahmed al-Shar’a, expressed support for the initiative, but efforts did not lead to any result.
