International Powers Discuss Implementation of Resolution 2254 to Resolve the Syrian Crisis

International and regional powers are intensifying their efforts to activate UN Security Council Resolution 2254 (2015) as a framework for a political solution in Syria, amid escalating tensions in Sweida Governorate following the fall of the Assad regime in December 2024.
The resolution calls for a ceasefire, the formation of a transitional government, the drafting of a new constitution, and conducting elections under UN supervision, while emphasizing the unity and sovereignty of Syrian territory.
Positions of International Parties
United Nations: In its recent discussions, the UN emphasized “confidence-building” measures, including the release of detainees and securing the return of refugees.
Security Council: In August 2025, the Security Council issued a statement calling for the establishment of monitoring mechanisms and inclusive participation, condemning foreign interventions.
Arab League: The Arab League reaffirmed its support for the full implementation of the resolution within a UN-sponsored political process.
Prior to his resignation, the former UN envoy, Geir Pedersen, described Resolution 2254 as embodying the “core principles” for any political transition process in Syria.
